Ofcom launches an investigation into Telegram over concerns about child sexual abuse material being shared on the platform. What happens next?

“We are surprised by this investigation and concerned that it may be part of a broader attack on online platforms that defend freedom of speech and the right to privacy,” Telegram stated. This declaration reflects the ongoing debate about the balance between user privacy and the need for stringent measures to combat online abuse.
Cater noted that while progress has been made with smaller platforms, the issue of CSAM is pervasive across larger services as well. This concern was echoed by Rani Govender, an associate head of policy at the NSPCC, who pointed out that recent research indicated that approximately 100 child sexual abuse image offenses are reported to law enforcement every day in the UK.
Similarly, the Internet Watch Foundation (IWF) expressed its support for the investigation, underscoring concerns about the networks of bad actors that operate on Telegram. Emma Hardy, IWF's communications director, stated that while some measures have been implemented by Telegram, the platform must enhance its safeguards to effectively prevent the distribution of CSAM, particularly in encrypted chats.
The operators of Teen Chat responded to Ofcom's position, asserting that they employ various measures, including active human moderation, illegal content reporting, and chat filters, to create a safer environment. However, they also acknowledged the inherent limitations faced by smaller platforms in combating illegal activities.
