GlipzoIn a surprising turn of events, the Himachal Pradesh government led by Sukhvinder Singh Sukhu has retracted its recently announced increased room tariffs for four government-operated circuit houses after just one day. This decision comes in the wake of significant public backlash against the steep price hikes that would have impacted citizens and travelers alike.
The targeted circuit houses include Himachal Bhawan and Himachal Sadan located in Delhi, Himachal Bhawan in Chandigarh, and Willy’s Park Circuit House in Shimla. While these properties are managed by the Himachal Pradesh Tourism Development Corporation (HPTDC), the General Administration Department (GAD) also plays a key role in their operation. Notably, Himachal Bhawan in Delhi has a capacity of 39 rooms, while Himachal Sadan offers 19 rooms. The Chandigarh facility has 46 rooms, and Willy’s Park provides 49 rooms for guests.
On April 18, the government proposed raising the room rates for the general public from ₹1,200 to ₹4,000. However, after facing a storm of criticism from the public and various stakeholders, the notification was officially withdrawn on April 22. This abrupt decision has sparked discussions about the state government's sensitivity to public sentiment amid ongoing financial struggles.
Under the previous tariff structure, residents of Himachal Pradesh could book rooms for ₹1,200, while non-residents were charged ₹2,000. The senior GAD officer commented on the situation, revealing, “Indeed the properties are under the control of HPTDC as almost all the employees deployed there are from the tourism department. There were many complaints and suggestions from the general public that they couldn’t secure bookings in these four government circuit houses.”
The officer explained that specific rooms are reserved for public booking and can only be reserved online through the Himatithi portal with GAD's approval. Despite the proposed tariff increase, the officer emphasized that it was intended solely for a limited number of rooms. Furthermore, he mentioned, “The move to increase the tariff couldn’t be portrayed as an effort to increase the revenue at a time when the state is facing a financial crisis.” It was noted that only 24 rooms in Himachal Bhawan, Delhi, were slated for the increase in the first phase.
Rajiv Kumar, Managing Director of HPTDC, reiterated that these circuit houses operate on a no-profit, no-loss basis, highlighting their consistent demand among travelers. In light of the backlash, the government has committed to maintaining the status quo on room tariffs until further notice.
An official announcement released on April 22 confirmed that the existing room rates would remain unchanged until further updates are made to the Himatithi online booking system. The letter also specified that all rooms across the identified government accommodations would be available at the previously established rates, as per a notification dated February 5, 2025, until the proposed revisions are thoroughly processed.
In a recent incident that underscores the heightened scrutiny on government properties, Delhi police had conducted a ‘raid’ on Himachal Bhawan during a protest organized by the All India Youth Congress (AIYC) coinciding with the AI Summit in Delhi.
