These arrests were made on the basis of their alleged connections to Bhatti's network, which is reportedly planning attacks on notable locations such as a historic temple in Delhi, a popular restaurant along the Delhi-Sonipat highway, and even military installations in Haryana. This development underscores the urgency with which Indian authorities are treating the situation.

Bhatti’s Troubling Background and Criminal Allegations

Shahzad Bhatti's interactions with law enforcement date back to 2013, when he first came under scrutiny in Pakistan due to charges related to theft and robbery. Over the years, his name has been linked to various criminal activities, including serious allegations of rape, which he has vehemently denied. Notably, his connections to Lahore's criminal underworld, particularly figures like Farrukh Khokhar, have raised eyebrows, although Bhatti refers to these associations as mere friendships.

Around 2015, Bhatti supposedly relocated to the UAE, where he claims to run a scrap trading business alongside agricultural and dairy enterprises. However, his precise whereabouts remain uncertain, with authorities believing he travels between Pakistan and various Gulf nations.

The Lawrence Bishnoi Connection

Bhatti has claimed that their relationship began when he sought assistance in countering anti-Islam content on social media. However, this connection has become increasingly controversial, especially after investigators linked Bhatti to Zeeshan Akhtar, a Bishnoi associate implicated in the October 2024 murder of former Maharashtra minister Baba Siddique.

The dynamics of their friendship appear to have shifted, especially following anti-Pakistan statements made by Bishnoi after the Pahalgam terror attack last year, which has led Bhatti to reassess their ties.

Intensifying Investigations and Allegations

Bhatti's activities began drawing heightened scrutiny from Indian authorities following a grenade attack in Jalandhar, Punjab, in March 2024. This attack, reportedly orchestrated by Bhatti, marked a turning point in how security agencies perceived his influence and potential threats to national security.

In recent months, Indian agencies have alleged Bhatti’s connections to Pakistan’s Inter-Services Intelligence (ISI), claiming he is attempting to expand his network within India by targeting and radicalizing unemployed youth. To date, more than a dozen First Information Reports (FIRs) have been filed against him across multiple states, invoking laws related to threats against the sovereignty and integrity of India.
