Punjab Cabinet Takes Major Steps for Forensic Science and Agritourism

The Punjab Cabinet made headlines on Friday with its approval for the establishment of the Directorate of Forensic Science Services (DFS), previously known as the Forensic Science Laboratory. This vital initiative aims to enhance public safety by expediting criminal investigations through improved evidence processing. The new directorate will operate under the jurisdiction of the Department of Home Affairs, reflecting the government’s commitment to a more effective law enforcement framework.

Enhancing Forensic Capabilities in Punjab

In a move to modernize forensic operations, the Cabinet’s decision also involves renaming the Regional Testing Forensic Science Laboratories to Regional Forensic Science Laboratories (RFSLs). This change aims to unify and streamline forensic services throughout the state. As part of the DFS, the Chief Chemical Examiner Laboratory located in Kharar will transition into a dedicated Special Toxicology Division.

To bolster the forensic capacity of the state, Punjab will see the creation of new technical divisions within the RFSLs. These divisions will specialize in critical areas including: - DNA analysis - Ballistics - Cyber Forensics - Document examination - Physics/Audio Voice analysis

In addition, the establishment of 28 Mobile Forensic Units (MFUs) is set to revolutionize crime scene investigation. Each police district will be equipped with a mobile forensic van, supervised by a scientific officer, ensuring that forensic services are accessible and responsive to local law enforcement needs.

Staffing and Recruitment Initiatives for Forensic Services

The Cabinet’s approval also includes strategic adjustments to staffing within the new DFS framework. Positions from the former Forensic Science Laboratory (FSL) and Chemical Examiner Laboratory will be integrated into the DFS system. Notably, the government plans to create an additional 266 technical positions along with one ministerial post, which will be filled through a phased recruitment process.

Moreover, the Cabinet has greenlit the direct hiring of scientific officers and scientific assistants for the Forensic Science Laboratory in SAS Nagar, alongside the recruitment of laboratory assistants and attendants. This initiative is expected to enhance the efficiency and effectiveness of forensic investigations across the state.

Promoting Agritourism with the New Farm Stay Policy

In a separate yet equally significant move, the Punjab Cabinet has also introduced the Farm Stay Policy 2026 aimed at bolstering farmer incomes and promoting rural tourism throughout the region. This policy seeks to tap into the potential of agrotourism, allowing farmers to utilize a portion of their agricultural land for tourism-related ventures.

The Farm Stay Policy is designed to be farmer-centric, providing opportunities for agricultural workers to offer visitors authentic experiences. These experiences may include: - Farm-based accommodation - Local cuisine - Cultural activities

By encouraging farmers to engage in agritourism, the policy aims to create supplementary income streams while maintaining their primary agricultural practices. It recognizes the strong agrarian roots of Punjab and its rich rural culture, positioning farm stays as a crucial component of responsible tourism development.

A Sustainable Approach to Rural Economic Growth

The Farm Stay Policy emphasizes sustainability through an enabling regulatory framework that minimizes procedural hurdles, making it easier for rural households—especially youth—to venture into tourism-related entrepreneurship alongside their farming activities. Key sustainability measures include: - Eco-friendly construction - Waste management - Water conservation - Promotion of organic farming practices

The ambitious policy aims to generate employment opportunities in rural areas, enhance farmer incomes, and alleviate agrarian distress. By doing so, it aspires to create a dynamic economic environment at the village level while offering tourists an immersive experience of Punjab’s countryside, traditions, and lifestyle.

Looking Ahead: What’s Next for Punjab?

The establishment of the Directorate of Forensic Science Services and the introduction of the Farm Stay Policy mark significant strides for the Punjab government in terms of public safety and economic development. As these initiatives roll out, stakeholders will need to monitor their implementation closely to ensure they meet their objectives.

Looking forward, residents can expect to see an increase in forensic capabilities that could lead to quicker resolutions in criminal cases, thereby enhancing public trust in law enforcement. Similarly, the Farm Stay Policy could transform rural economies, encouraging sustainable tourism practices that benefit local communities.

Engagement from both the public and private sectors will be critical in maximizing the potential of these policies. As these developments unfold, they will undoubtedly shape the landscape of forensic science and agritourism in Punjab for years to come.
