Himachal Pradesh announces significant salary cuts for ministers and officials to address a fiscal crisis, emphasizing a shift towards self-reliance.
GlipzoThe Chief Minister emphasized the need for collective effort, urging all sectors to cooperate in transitioning towards self-reliance for the state. He attributed this budget reduction to "extraordinary financial challenges" posed by the central government’s discontinuation of the Revenue Deficit Grant (RDG). In his address, Sukhu stated, "We are working for the state and its people, not for elections. I seek six months' support from all sections, and I assure that Himachal Pradesh will move towards self-reliance."
The austerity measures extend to the police force, with officers from ADGP to DIG facing 30% cuts and SP-level officers along with general staff seeing 20% reductions. Additionally, a scheduled 3% annual increment for state employees will be suspended for six months, although Group D workers are exempt from this freeze. The Chief Minister hinted that the administration might seek judicial support for similar voluntary austerity measures.
"We should have been given a green bonus. Instead, the Revenue Deficit Grant has been stopped, putting additional pressure on the state," Sukhu remarked, highlighting the severe implications of the central government's decisions on the state's fiscal health. He pointed out that pending dues amounting to around ₹7,000 crore under the Bhakra Beas Management Board (BBMB) and GST compensation, coupled with estimated losses of ₹25,000 crore due to GST rationalization, are exacerbating the state’s financial strain.
The focus on rural development and financial assistance demonstrates the government's commitment to uplift the most vulnerable sectors of society, even amidst stringent budget cuts.
As the state navigates these turbulent economic waters, the implications of these budgetary decisions will be closely monitored by residents and political analysts alike. The effectiveness of the government’s strategies to counteract financial challenges and deliver on developmental promises will be pivotal in maintaining public trust.
As the state embarks on this challenging journey, it remains to be seen whether these actions will stabilize the financial landscape of Himachal Pradesh and restore confidence among its citizens. The next six months will be critical, and all stakeholders will be watching closely for signs of recovery and progress.
