He asserted that illicit payments are being funneled up the administrative ladder, reaching even the sixth floor of Mantralaya, the state's administrative headquarters.
Sapkal did not hold back, stating, "The police administration no longer commands fear or respect. Cannabis is being sold freely, illicit liquor dens are operating unabated, and toxic liquor has wreaked havoc." He highlighted the alarming scale of these issues, noting that Maharashtra is home to around 500 towns and 43,000 villages, where illegal businesses operate openly. The Congress leader attributed the recent tragic deaths in Pune to this rampant lawlessness, declaring that innocent lives were lost due to the negligence of authorities.
In his sharp critique, Sapkal referred to the management of the Home Department as being run by a ‘Pandu Havaldar’, a colloquial term implying incompetence, likening the situation to law enforcement being led by a mere constable. His call to action was clear: Fadnavis must take responsibility and appoint a competent, full-time Home Minister to restore order in the state.
The Congress leader’s remarks came in the wake of the tragic toxic liquor incident in Pune, where 22 people lost their lives due to the consumption of contaminated alcohol. Sapkal accused the government of only reacting after the public outrage reached a boiling point, claiming that the crackdown on illegal liquor operations was far too late. He criticized the Chief Minister for allegedly altering the police motto of “Sadrakshanaya Khalanigrahanaya” (to protect the good and punish the wicked) into a mere slogan without substance.

In this case, a girl had gone missing, and the police, without proper investigation, assumed they had found her body, leading to the arrest of her father and brother. Sapkal remarked, "It was a case of letting the thief go and hanging the saint,” highlighting the dire consequences of inadequate police procedures.
